bed time routine

hi every one, just start with a quick intro, i am 30 and have 4 little ones, they are megan 8yrs, william 5yrs, thomas 4yrs and logan who is 19 months so not exactly an amature at this bringing children business. but my 19 month old just doesnt settle, never had a problem with any of the older ones but he just doesnt settle on his own and still doesnt sleep through, he is sharing a room with 2 brothers so the controlled crying failed big style and resulted in a house full of very tired and grumpy children, have tried just about everything i can think of so if any of you have any ideas that would be great, 19 months of sleep deprivation is taking it toll...
