Is she selfish?

Is she selfish? I know off a woman, who to some say off no fault off her own has each and every baby taken from her because off her metal state. Jackie, has bipolar. To some extent she is seen as unsafe as so has known to previously abuse and be a danger to her partner and her elder children. So for obvious reason they are no longer in her care. For years now i have seen her becomes pregnant and deliver baby after baby and each time they have been removed from her within hours off being in her care. Should she stop having baby after baby? Or is it understandable to want to fill that missing part off her?
